Winfield, HOA may partner in beautification effort

A proposed town and homeowner’s association partnership, which would help beautify a Winfield subdivision and park, received positive feedback from town officials.

“I think it’s a great idea and a great presentation,” Town Council President Zack Beaver said.

Douglas Drummond, who serves as the president of the Providence at Stonegate HOA, presented on Wednesday a proposal to the Winfield Town Council.

Drummond said he represents families living in 180 homes and is requesting approval to install a pond aeration fountain at the nearby town-owned Randolph Street Park, off Randolph Street.

“The fountain is a vital infrastructure that provides sustainable ecological and significant aesthetic benefits for the town-owned park,” Drummond said.

He said the homeowner’s association would pay the majority of the cost, about $24,116.66.

That amount would include the cost of the fountain and equipment, electrical installation, and annual winterization.

“We request the town of Winfield to address the utility issue by paying the monthly electrical cost to power the fountain during the operational season, of about six months,” Drummond said.

He estimated the electrical cost, for the 16-hour a day operation, would be $331.20 per month for six months.

“This is a highly leveraged investment for the town. The annual cost is less than the current chemical budget, and it covers the power for an asset the HOA is paying to install,” Drummond said.

Beaver said town officials would need to see a rendering of what the fountain would look like and an agreement would have to be written.

Drummond said he will take the feedback from town officials back to his HOA, which could hold a special meeting to provide the subdivision’s approval.

Beaver said the town council next meets on Dec. 9 and could possibly vote on the issue then.

“It’s another beautiful amenity,” Town Council Vice President Tim Clayton said.
